I had this same thing happen to me on my 2388 Case has a recall on the valve body for the reel, I had to order a shim kit to install in it and it solved the problem...
There is supposed to be a new spool for the reel drive valve that should finally fix this problem. Shimming the pressure compensating spool helped. If this really bothers sometimes increasing the minimum reel speed pot setting helps.
