As long as it does read 0 the head is probably ok. The first place I'd go is to the large multi-connector right below the head. Take the screws out that hold the guage head in and inspect the connection where it hooks up to wire loom. Sometimes the pins get loose or corroded over time. If that dont do it sometimes the ground cable to the chassis can be loose or dirty and cause intermitent problems. After that, start tracing the wire loom for any pinch spots or places where it may have rubbed on something sharp. When you solve the problem could you please post what solution was. I'm always interested in hearing how problems are solved.
