If that is a sieve that has the piano wire alternately running across the finger rods, you will probably need to remove part or all of them. If you look carefully, you can see that some of them are very tight and will cause the sieve to be very hard to adjust. Take a look and remove the ones that are bound up and that should help free up the handle.

Chuck it and install one of those with the nylon bushings in each wire hole, that allow it to move smooth and easy. louvers are also replaceable if ever damaged. You can see it on loewen webb site.
