Governor surging at lower RPM's were common to many 7.5l engines with Bosche inline pumps. For the most part if it was on a combine and only occured like at 1500 rpm and below NH did not suggest doing anything about it. If it occurs at high rpm's such as operating speeds then the pump needs repair. It also occured on alot of 70 series tractors. The problem is that how good it runs when you get the pump back is totally dependant on the injection repair shop the pump was taken to. A rep from one business from Mich said that Bosche had 3 or 4 updates for those pumps. I know there was a governor spring change, and there was a piston and bore sleeve replacement. Some pumps sent to Diesel Fuel Injection Service in St. louis, MO have come back somewhat better but not cured. They are also a Bosche distributor but I would avoid them if I were you. I can't think of what the place in Michigan's name was but several NH reps started suggesting to dealers that they should send pump to them.
