Yes, the master valve at the bottom can be the problem. Switch the solenoids around to try a one that works ok. Secondly, pull out the spool on the header raise and be sure to change the inner most "o" ring. Seems like it is a weak solenoid or "o" rings. neither of these are hard to change except that most mechanics don't get that far inside one changed.Good luck!!
