If you unplug the head does it raise and lower manuallyIJ It sounds like your raise valve is constantly activated by electric signal when ever you turn the system on. This can be caused by one of the sensor on the head sending a constant raise message. This in turn can be caused by the rod under the head not floating or a broken spring at one of the sender boxes not doing its job properly. You can check this by going to end of the head and moving the arm on the sending unit either by disconnecting the linkage or pulling up or down on the linkage. The system needs to be activated and use caution as the head should move up or down. The lowering at idle could be related to the same thing if the hydraulic system isn't generating enough pressure to raise the head so the down signal isn't being overcome. My bet would be on the sending linkage causing most of your problems. Also though the light should come on for system on operation. that could be an unrelated problem but I would check the other first to see if everything works if you get one thing fixed.
