Well I hope that does it for you but I doubt it. The mechanism you are referring to is there to prevent the fuel from increasing when the throttle is opened untill the turbocharger has time to build air pressure. This physical restriction may be enough in your case to prevent the govoner bounce but as I said I would not be certain of that. I did look up this on a tractor not long ago. Bosche did have several updates on pumps. On tractors these were not all fully implemented untill about the last year of 70 series production. Depending on the build time of the pump there was: a govoner weight uupdate, a axilery gov spring update, and a plunger and bore design change update. If the engine is not covered under NH warranty anymore then any updates will be the owners cost. Bosche dealers are supposed to have these service bulletins from Bosche but from my experience they never look at them. I had to find the Bosche part n from NH's information and pass them along to the Bosche dist. to get them to order them for the latest tractor we have had trouble with at work. The tractor will get 2 of these updates and its about 4 years old.
