I don't know much about what may be causing a slow speed, on our 1660 in 2nd it goes about 6, I don't remember off hand, we don't have a 2 speed. I know on a new 2388 with 2 speed it's in the hydro, it will go about 9 in 2nd with 2 speed on, about 7.5 w_o it, but if loaded up or steep hill it doesn't work. Also, reverse is only about 4 compared to 7 or 9 and although it's not supposed to work, my harvest boss disconnects the 3rd gear lockout for the 2 speed so it will got 22 on flat, 24-27 if going down hills

On linkage there is a fork that will wear out.That could posibly be wrong. Have you checked thatIJ

I agree with JAC, check the fork. The easiest way to do it is to have a helper ride on the back of the machine with the access door open. (It is under the walkway to the left of the engine.) When you have the lever pushed forward all the way, have the helper manually move the lever on the pump to see if the machine speeds up. As for the 2 speed, it is in the motor down below the machine. Pushing the control button into the high range decreases the displacement of the hydraulic motor, so that the same amount of oil from the pump makes the motor turn faster. This speed comes at the expense of torque. Non-2 speed models come with a simpler, less expensive fixed displacement motor.

Might check your hydro cable it might be out of adjustment. We had to put a new cable in this year and it did the same thing you say, went faster in reverse than forward. REASON- there is only so much movement in the cable, it might be adjusted to far forward. All's you have to do is turn the nuts on the cable there located in front and underneath the hydro. Or you could remove the access panel on the right side of the cab and adjust those nuts on the other end of the cable. Very simple to do. I have mine running a little faster in forward then in reverse. Hope I explained it good enough.

Steve, Your cable from the cab to the hydro may not be centered. With the machine not running pull the cable pin at the hydro, crawl in the cab and see if you can move the cab lever fully forward and backward (should bottom in the cutout slots in the cab). If not adjust the cable in the cab so full forward motion is made. Next by hand move the lever, (I think it's self centering),on hydro where pin was pulled to find the max movement forward and backward. If centering up the cable doesn't fix your problem you can always drill another hole in the above mentioned lever closer to the splined hole. This will make the hydro more sensitive to cab input but will allow the lever on the hydro to displace farther in forward and reverse. With safety in mind make sure the cab lever and hydro lever are both centered after adjustments are made. Slowing down .3MPH with a full tank is probably close to normal. We ran a 1480 for 10 yrs I was able to increase forward speed over 3MPH using the above. Good luck!

Steve the cable comments are all good advice and would be the place to start.You also asked about the relief valves ..they are located on the outside end of the motor assembly .There is two and they are the large nuts on either side..since forward gets the most use it is the most natural to wear out and I think there are no repair pieces available , you just replace the whole assembly that will come out when you remove the nuts..test by simply reversing the two relief valves and see if forward picks up and reverse weakens.
