The chaff is used as an inexpensive winter feed source for pregnant cows. Some leave the piles in the field for the cows to rummage in, others haul the chaff to a central feeding area. From a grain farmer's perspective, there is a possibility that removing weed seeds and volunteers may eventually lead to a reduction in herbicide use. I've heard of university research projects investigating this.
