Best Cover Crop For Nitrogen

What is the best cover crop for nitrogen-fixing? I need something that will produce a lot of nitrogen in a reasonable amount of time.

Hairy vetch is supposed to decompose more rapidly than other legumes, and release nitrogen into the soil faster.
