Go to your local autoparts store, They should have sheet metal panel plugs, they are sort of flat with a lip on them. Actually I have seen them in some hardware stores that have all the little assortments of hardware. These plugs are a black rubbery plastic. Use a dab of silicone around the lip for a water tight seal. The other alternative if the holes are larger is to us electrical conduit box plugs, but they will not look as nice. Silicone around them for sure.
