What tool do you recommend using for cleaning mortar out of grout lines? It's rock hard already, so easy fixes aren't going to work.

That's a tough one if it's already dry. You could try a chiseling tool, or small screwdriver. I'm not sure what else you would want to try for fear of breaking too much of it out.

They make a small saw for tile joints. It has an offset handle so it can sit flat to the floor/wall and give your hand a place to hold. They have abrasive for the cutting edge
You can also use a Dremel with a small wheel or a vibrating saw/cutter with an abrasive blade.
I find these methods work well if you are careful - works better than a chisel ... at least they have for me.
