Would it be okay to cut an access hole for a fuel pump in the bed of a Dodge? Have you done it?

You'd have to ask the owner of the truck if it is OK to do that ....
As far as access, taking the bed off is a common way to access the fuel pump on a pickup.
If you decide to cut an access hole, you need to take care that you do not cut into the tank, any wiring or anything structural.
It can be done ... and has been done in the past.
