first of all this is the same cooling system as the 6cyl. version of 145 HP.. so no it is not a normal trait. the next thing I would do is let the eng_ reach op. temp - thermostat open - and fill coolant to almost the top the radiator. Then from an idle rev all the way up quickly. The level should drop some then slowly rise to almost the origional height or level. There should be no bubbles or blow out. The water level should not have to have coolant regularly added. The one problem that does show up regularly on these engines is due to the cummins type copper sleeves that the injectors fit in. If this engine ever overheats it will crack the head where the sleeve is swedged. At full load the compression pressures enter the coolant system... check this out. I am sure you have cleaned the radiator COMPlETElY inside and out, fanbelt tight, engine oil cooler lines not pinched. Finally is your sending unit correct and is it really getting hot.
