Harrow for ATV

I'm a landscaper. Unfortunately, some HOAs don't allow tractors to come in, so I'm looking for a harrow that I can attach to an ATV. Any suggestions? I've been hired by the developer to overhaul the landscaping. I expect that the soil is hard, rocky clay in this new area of the subdivision. I'm going to use the Ground Hog Max to rip it up.

Have you looked into getting a multi-purpose tine harrow? They're great for breaking up heavy soil and require little to no maintenance. You can do a lot with them.

I'm with @Nora suggestion wise. They're also called chain harrows, if you want to price check for the best price. Field Tuff makes a good one that's affordable and easy to attach.
