Yes the seal kit should fix the problem.I know of many 9000's with this problem.The part is ah151400 cost $83.You may want to have somebody that's been these valves do the work,small springsandballs.Good luck

The problem is not in the cylinder if the cylinder is not leaking externally. It has to be in the hydraulic system. If a seal inside the cylinder is leaking, the cylinder should not move unless that oil is in turn leaking to the outside of the cylinder. This is a safety feature engineered into all hydraulic cylinders, and why cylinders should push to move a load rather than pull. There is a greater volume of oil behind the piston than in front of it due to the volume taken up by the piston rod. This prohibits a cylinder from failing unless oil leaks to the outside. A dual acting cylinder will fail to retract, however, if the internal seal is bad, as with backhoes, etc... I would guess that the problem is in the control system somewhere.
