How long does it take for JB weld to dry when the weather is damp?

Until it's dry.

Depends on how dry you need it to be. How important is it that it dry. I'm thinking put a small space heater near the area to help dry it out

I would give it 24 hours. A de-humidifier would help the process along if there's humidity involved. You should also take into account how much you're using. Quantity comes into play with drying time.
