As a teen 50 years ago we put in several miles of woven wire fence. My dad had a rough cut 8 ft 2x4 cut in two and the two pieces held together with three bolts. You would need a 2x6 today. We would fasten one end of the wire to braced posts and after unrolling the wire we clamped the 2x4s over the other end. We fastened the boards to a tractor with a chain and put some tension on the wire. We then stapled the wire to the posts we had put up to hold the wire. I imagine a cable puller hooked to your truck or a winch on a ATV would work well.
