You'd pour concrete around the inside perimeter of the fence to keep them from digging out.

Yes, I meant it... I didn't know wheather this worked or not, but fortunately you don't have the need to do it. Anyways, I wouldn't have been able to explain better than you.

I went ahead and turned it into an electric fence.

As I said before, this is the most important solution when can have in this case!
