Bob, Yes you must need to pull tie rod. I would say no to motor problem and oil level. Still sounds to me like you have something loose somewhere. I would have someone crank wheel back and forth while tring to tighten the nuts on the cylinder tie rods but stay clear of pinch points. Piston could be loose on shaft inside the cylinder. Make double sure that anchor for tie rod on base end of cylinder is rock solid and not flexing. Make sure that spindle near wheel bearings is moving the second that the cylinder shaft starts to move.
