What causes algae in diesel fuel? Also, is there something that works to dissolve it? We've already tried washing it out, which was A) difficult and B) not effective for very long, so I'm looking for another solution.

Unfortunately, the US law allows for up to 10% bio in diesel without them having to tell you that and bio-diesel can grow algae - there are some preventative additives you can try to slow it down.
The best way to keep from having algae is to try to get "pure" diesel or make sure you don't let the diesel stay too long in the tank. If you use the old diesel up and replace it with new often, the algae does not get a chance to grow. If your tractor sits for long periods of non-use ... you may have to keep cleaning the tank

Water.
The Algae grows on the boundary layer between the diesel fuel and the water in the bottom of the tank.
Drain the water and add a commercial Diesel Fuel Biocide treatment additive.

Clean out the algae and add motor oil, you can even add clean used motor oil, but don't do it if you have the newer engines such as the common rail.
