We use weather.com, it's really not all that accurate. I always joke and say that I wish I was a weather person. They only have to be right half of the time.
They are usually good with big storms.

Plexiglass is awful to look at, scratches too easily. I'd use real glass, and then be careful as you're driving in and out! I'm sure it was just a fluke.
I would suggest testing the soil, it's cheap and easy. We turned our garden soil over a few years back. I added new soil to the top after we turned it over.
Are you talking about chains on your vehicle or farm equipment? I would think the heavier the vehicle, the more damage it will do (if there isn't snow on roads).
